Roosevelt's New Deal program to improve economic development within their community. The city has since experienced significant growth due to its location within commuting distance to major metropolitan areas throughout North Texas and its access to education and employment opportunities. On July 16, 1912, San Angelo was designated as the seat of government for El Paso County. It is now part of downtown Dallas. The city's history can be traced back to 1836 when settlers from Missouri arrived in what is nowSan Angelo and established a community called "Hays". Hays was located near what is now downtown San Angelo and had access to water resources which made it ideal for agriculture. By 1839, Hays had sprung up into a small town with over 100 residents. However, by 1870 only 15 people lived there and 2 businesses were operated out of town: one store operated by John Pemberton and another run by James Goodloe (the father-in-law of later Texas Governor David Burton Goodloe). Around this time also came into being what would become known as "the Preacher's War" or the Texan Civil War because cattle ranchers began fighting against Mexican forces who were trying to take over their land. One group led by Padre José María Escobar fought against these Mexican troops while others helped provide food for them during this time period known as The Great American Cowboy Expedition which took place from1867-1868 across Western North America including parts of Mexico where General Antonio Lopez de Santa Anna was leading his army against US forces under Ulysses S Grant (who later became US President). It should be noted that most Texans at this time did not support either side in this conflict; many people sided with whatever ranching interests their family member happened to be associated with at that particular moment in time. Because much property still remained unclaimed after the war ended various families continued to farm here until they finally acquired enough land around 1900 when oil drilling started becoming important here
