Although there were no buildings erected upon this site until well into the 1840s, early residents are thought to have settled here around 1795 or 1800 because access to water from nearby Black Mesa Lake would have been essential for their farming economy. Saginaw was incorporated as a city on November 3, 1892 following passage of an act by the state legislature granting city status to all towns with a population over 1,000 residents withinMidland County without first submitting an application to become a village or town under section 6362 of the Code Of Texas (1896). At that time City Hall stood on Perry Avenue just south of Broadway near what is now Washburn Square Shopping Center
