Rowlett in 1877 as a landing on the Jacinto River near present-day Longview. The first store and post office were located in what is now downtown Rowlett. In 1915, the town was named for J.D. Rockefeller's son Edwin Rufus Rowe after he donated land to the town for use as a shopping center and recreation ground known as "Rowlet Park." In 1959, Rowlett High School opened its doors to students from surrounding rural areas that had been desegregated by state mandate through the State Education Improvement Act of 1957 (TEIA). This event marked a turning point for Rowlett with its public schools becoming integrated into Austin's school system following years of struggle and resistance from residents who felt their community would benefit only from private education. The townsfolk continued to resist integration until 1969 when all but one of Rowlets' 10 businesses became open to competition with Austin municipal schools which had closed their doors to black students since they were not considered citizens according to sectional segregation laws then in place in Texas A&M University System schools. In 1984, then-Governor Ann Richards vetoed a bill designed to help local farmers become more successful due to concerns over how it would impact small farms that could not afford large marketing budgets needed for such an effort and instead offered grants program specifically targeted atAustin municipalities with high levels of poverty or unemployment across racial lines which would provide financial assistance during various phases of growth including acquisition or renovation of municipal property; capital investments in new equipment or expansion of existing programs; marketing assistance; technical assistance; or training for city employees responsible for managing municipally owned assets within their jurisdiction All these measures were aimed at increasing efficiency and reducing costs while preserving municipally run services while improving access by low-income residents who did not have access to other forms of social welfare support Programs such as food stamps created during her first term also faced criticism given that most benefits went out to white people rather than low income people Xena Green
Rowlett was founded in 1847 by James Rowlett and his wife, Sarah. The town was named after the Rowletts' home on a small creek in the area. The first store was built in 1848 and the first post office was established in 1850. In 1865, Rowlett became a city and its first mayor was Wm. H. Lampkin. On November 3, 1870, Rowlett had its first railway station opened with two cars of mail being brought into town from Wichita Falls by train. In 1875, Rowlett adopted an ordinance providing for insurance against fire. The following year saw the opening of the second largest cotton gin in Texas and also the erection of a schoolhouse and other public buildings.
