High Capacity Conversion (HCC) is a process of upgrading a power plant by adding more generating capacity. This can be done through the construction of new plants or by using older plants that have been converted to HCC. The benefits of high capacity conversions are numerous, but two of the most important are reducing emissions and improving energy efficiency. Rowlett is a small town in Texas, United States. The population was 2,816 at the 2010 census. It is part of the Dallas–Fort Worth metropolitan area. Rowlett, a small town in hotly disputed Rowlett County, Texas, was founded in 1881 by John Roderick Rowlett. The town’s current location is the result of a land donation from Andrew Carnegie in 1907. Development began shortly after the donation and soon enough, Rowlett had a school, business district, and population of around 100. However, much strife resulted from the area’s remote location and lack of rail access. In 1916, rowdy teenagers were responsible for setting fire to a local grocery store that left 20 people dead and over 80 injured. By 1920-21, the community had fallen apart due to the economic recession following World War I. Despite this problem, however, Rowlett continued to grow slowly during the 1930s until it reached its peak population ofaround 300 in 1940. This growth finally stopped abruptly around 1950 due to increased competition from nearby Fort Worth and other rural communities. Today, only a few homes remain standing in what once was an thriving community full of people who were active in their community and contributed significantly to its development."
