A schoolhouse was built near the present site of Rowlett in 1857 and a stable was built nearby in 1869. The first store opened for business in Rowlett on Main Street in 1850. In 1865, there were seven businesses open in Rowlett when it became an independent town. By 1870, there were twenty-one businesses open in Rowlett when it became a city. In 1892, General Alfred Pembroke organized the Texas Rangers and established headquarters at 6100 E Highway 26 near present day Red Rock Springs Elementary School. The Rangers patrolled the area that included Rowlett and performed law enforcement duties such as arresting criminals and protecting citizens from banditry. From 1896 until 1914, Captain Thomas Ewing led the Ranger patrol unit which patrolled the area around Red Rock Springs Elementary School. The first public library was opened on Main Street inRowlett on January 13, 1907 by Mrs. Fannie Bowen (nee Keane). In 1918, Driscoll & Company donated land to build what is now downtown Rowlett City Hall complex which included a library/theater/conference center/civic center/parking lot/restaurant/grocery store/. The building currently houses several municipal offices including Mayor’s Office (since 1998), Police Department (since 1957), Fire Department (since 1951) and Community Service Center (since 1996). On October 3rd,-1974, Gun Control Act of 1968 Passed into Law by President Richard Nixon It banned all handguns except those registered with local authorities. With the rise of industry came growth for Rowlett as well; textile mills were built in the early 1920s and during World War II there was significant manufacturing activity at nearby Huntsville. In recent years, however, there has been little economic activity except for some farming and ranching. Although Rowlett remains an agricultural community with a population of about 1,500 people today (the most recent census showed that number to be down to 500), it also serves as a center for education with several schools including one high school and one elementary school serving students from pre-Kindergarten through grade 12th grade. Today many residents commute into Huntsville or Austin for work. Rowlett was founded in 1876 by N. C. Rowlett and his brother, W. H. Rowlett. The town grew rapidly after the discovery of oil located near their rancho in 1881. In 1907, the United States Geological Survey (USGS) measured the area of Rowlett at 11,684 acres and designated it as a census-designated place (CDP). The first school in Rowlett was built in 1880. A second school was added to the building in 1886 and served students until 1921 when it burned down. One of the first businesses to open in Rowlett was the Lumber Store which opened its doors on October 7, 1888. The store later became known asthe Hardware Store which operated until 1963 when it closed its doors for good. In 1922, a new post office called Rowlett opened with postal service from Dallas and included an office for mail forwarding services for residents of nearby Fort Worth. The population of Rowlett increased rapidly following World War II when many people moved to Texas due to wartime opportunities or because they were newlyweds who wanted to be close to family members back home. Many small businesses also sprang up during this time including a dance hall, grocery store, bank and movie theater all within a few miles of each other on Highway 377 north of town center
