In 1870, white males over 16 years old were required to obtain a license from their township government to attend public schools; this law was repealed six months later due to protests from African American parents who felt their children would be discouraged from attending if they did not have such an identification card. Despite these challenges, African Americans continued to play an important role inRoundRock through education and business leaders during this time period. In 1920, RoundRock incorporation resulted in many changes for its residents including more affordable housing options and access to municipal services that were previously unavailable to them. However, World War II led to a significant decline in economic activity withinroundrock until recently when it has seen some resurgence with several new businesses opening up over recent years

The first European to see what is now Round Rock was a Spanish explorer, Don Antonio de Vargas, in 1541. In 1836, the Mexican government granted land to Texas settlers on the east side of the Rio Grande. The town of Round Rock was founded in 1839 by businessmen and entrepreneurs James W. Hogg and J.W. Allen. The town quickly became a thriving communities with its own schools, churches and businesses. The Panic of 1847 caused a decrease in business activity but Round Rock remained resilient and prospered until annexation by Mexico in 1848. After that, the community slowly lost its prosperity as it experienced significant growth within Mexico itself until it finally fell apart during the Mexican Revolution of 1910-1911 which led to its incorporation into the United States as part of New Mexico Territory under President Woodrow Wilson's administration in 1912.
