The Texas Legislature passed an act February 3, 1881 licensing handguns for personal use and providing that each licensee possessed two pistols. On March 1, 1881, the first magazine feeder pistol was registered with the sheriff’s office. The following year saw the incorporation of a city bylaws which provided for handgun regulation by city officials. In 1895, the state legislature passed an act authorizing municipalities to adopt ordinances regulating open air shooting matches and shotgun shows. In 1907, an ordinance was introduced to prohibit carrying weapons without a license. This ordinance never became law because it met strong opposition from gun owners who felt their rights would be violated without licenses. In 1916, legislation was introduced to allow registration of assault rifles with state permits as well as shotguns and handguns subject to regular inspections by county sheriffs. This legislation failed due to opposition from NRA members who felt that such regulations infringed their Second Amendment right to bear arms. In 1933, Governor John Connally signed into law what is known as “Lebanon Gun Law” which forbade citizens of Lebanon from owning or possessing any type of firearm not specifically exempted under state law including rifles and shotguns being used for hunting purposes only outside of Lebanon City Limits subject to special regulation by county commissioners appointed by governor Connally himself
