In 1898–99, James Auchincloss designed and built what is now called White Sands Monument Park in honor of General Antonio López de Santa Anna who had served as governor from 1798 to 1800 and then as president from 1834 to 1840 during Mexican independence from Spain. He donated land for this park along with others that later formed White Sands National Military Park (now Presidio Ranchos Apache Indian Nation). In 1914–15 Mayor Augustus Hervey organized a citizens' committee to rename all cities in Texas given new names starting with an A – Amarillo, Austin, Beaumont etc., but when Committee Chairman Ebenezer Brown refused to support any specific name he proposed for Rio Grande City he resigned rather than participate in what he saw as an attempt by party leaders to control his vote before Houston's November 2 election victory over Dewey Ballage Lawless

Rio Grande City is a city in Midwestern Texas, United States. The population was 527 at the 2010 census. It is the county seat of Hudspeth County and is part of the Austin-Round Rock metropolitan area. The Rio Grande Valley was settled by Native Americans beginning in the 18th century. The first European to arrive in what is now Rio Grande City was José de la Cruz, who founded San Antonio in 1796 as he sailed down the Texan river on his way to Mexico. A post office called Rancho Rinconado was established at this location in 1836, and remained in operation until it was discontinued in 1907. In 1847, Mexican general Andrés Manuel Lopez Márquez laid claim to all of Hudspeth County, including present-day Rio Grande City, and named it La Union del Valle de México (TheunionofMexico). In 1861, during the American Civil War, Rio Grande City residents fought for their Confederate allegiance against Union forces under General Robert E. Lee. After surrendering Santa Anna's capital of Austin to Union occupation on April 9 that year, Confederate General John Buford had his brigade enter Rio Grande City on April 12 and march towards El Paso before being halted by Federal troops near present-day Main Street and Commerce Avenue just east of downtown; here they met up with local militia skirmishers from Captain Jack Hruska's 1st Texas Infantry Regiment commanded by Colonel George Armstrong Custer;[1] later known as "the Lost Battalion".[2] Some accounts say that over 2 hundred soldiers were killed or captured while losing control of this engagement,[3][4] butRegardless it remains one of history's most dramatic battlefield losses for Confederate forces.[5][6][7] On May 10th 1865 – three days after Appomattox Court House – General John Buford surrendered all his arms and munitions at Fort Bliss west of Dallas to US Forces Brigadier General Ulysses S Grant,[8][9][10] thus ending hostilities in Texas along the banks of the River Trinity.[11][12] As a result of this event many people moved into what would become Rio Grande City during Reconstruction following the war while others chose not to leave due to fear that future conflicts would resume between Northerners and Confederate remnants (which did not happen).[13][14][15]:421:bios: much like today’s Hispanics/Latinos who often face discrimination along jurisdictional lines within states such as Texas[16]:471:bios: Even though there have been no major conflicts between Texans & Mexicans since then […] much still remains unresolved about culture differences
