In 1907 it replaced Lubbock as the capital of Midland County after Lubbock was destroyed by a tornado. In 1960 it lost its charter as a city and became an annexe of Dallas; however, it retains its own government and police force and has since become known for its arts and cultural attractions such as the Museum District which contains more than twenty museums including three from Paris and one from London. In addition to its art galleries there are several theaters including two major movieplexes which are also home to several music venues including House of Blues and Nokia Theatre/Live Arts Center.

In 1907, a new courthouse and jail were erected in downtown Rio Grande City. In 1915, construction began on a dam across the Trinity River that would provide water for irrigation and other purposes. The dam was completed in 1928 and became one of Rio Grande City's main attractions for tourists. It has been reported that during World War II many workers from nearby Fort Worth left their jobs to help build munitions plants at nearby Lake Whitney but never returned home because they were drafted into military service outside Texas
