Rio Grande City, Texas is a city in Webb County, Texas, United States. The population was 23,906 at the 2010 census. It is the county seat of Webb County and home to the Rio Grande City Post Office Building and many other federal government buildings. The first Europeans to explore this area were Father Francisco Lopez de Santa Anna and Comanche Chief John C. Frémont in 1835. They named this spot "El Paso" after the Paso del Norte (Northeast Passage) on which they had journeyed earlier that year. Mexican troops attacked American forces under General Zachary Taylor on November 16, 1846 during an uprising against Mexican rule in what is known as the Texan Revolution. The Mexico–American War ended with the Treaty of Guadalupe Hidalgo on February 12, 1847, ceding all of northern Mexico to the United States including El Paso and portions of Webb County to Mexico along with much of central Texas. In 1881 Rio Grande City was founded by James Waddell as a trading post for wagon trains journeying through this part of Texas from Chihuahua into California en route to marketplaces in Lone Star State. The first store was built on Second Street by entrepreneur Jethro Sowell Sr., son-in-law of Jethro Sowell Jr., who also ran one of Central Texas' pioneer cotton plantations before moving his operations westward into what is now Dallas/Fort Worth in 1889 and setting up a branch office there two years later. Waddell's business thrived until 1893 when railroad construction began through southern Webb County; rural residents were displaced as railroads bypassed them for more populous areas north and east of Interstate 35W (now I-10). The post office building at First Avenue and Main Street was completed in 1909; it served as headquarters for several years until its replacement by a new building constructed downtown in 1976/77 following razing of three older structures nearby including Waddell's original storehouse (. According to local legend, Waddell acquired title to most of downtown Rio Grande City when he agreed not to sell any land surrounding his original store even though he never moved out) In 1916 Rio Grande City became an independent city within Webb County when it merged with neighboring McAllen into one municipality under then Counties Commissioner Antonio López Jiménez's leadership; López Jiménez remained mayor until his death in 1951 In 1984 Rio Grande City annexed parts of Tomball Municipal District due east from it along Slaughter Road - these annexation transactions left most residential neighborhoods within Rio Grande City unaffected while preserving certain commercial arterial streets such as Main Street which carried annexation numbers 4 through 8 until their removal sometime between 1984-1987 leaving only industrial areas untouched . This 1st kiss across county lines occurred just southwest corner San Jacinto Boulevard & Slaughter Road . On July 15th 1991 Hurricane Liliana caused serious damage or total loss inside some homes near US 95 exit 337 off I-10 EAST near present day interchange w/pkwy Houston TX but no casualties reported
