After years of decline starting in the 1970s due to pollution issues caused by heavy industry such as oil refineries and chemical plants along Interstate 10 outside town limits, development began around downtown late in that decade with several high-rise buildings being erected including One Liberty Plaza at 5th Street/I-10 and Newmark Plaza shopping center at 9th Street/I-10 within blocks eastward from downtown while other business groups renovated older buildings or opened new ones such as Telecom Services Incorporated (TSI) building at 401 Elmhurst Avenue just southwest of I-10 on what used to be Clear Creek Boulevard across from Interstate 454 just eastward from downtown since its construction began in 1984 atop an abandoned eastern wing off Interstate 454 about two miles northeast from town limits beginning about 1985; TSI later became Sprint Nextel Ltd., then AT&T Mobility LLC before becoming Time Warner Inc.'s Turner Broadcasting System division effective September 15, 1996 following Time Warner's purchase by AOL Inc.. On October 2nd 1995 Comcast reached an agreement providing $635 million for a 25% stake ( eventually purchased by Charter Communications Group) within its NBCUniversal division prior to its merger with Time Warner Bros..
