Richmond, Texas is the oldest city in Texas and has been around for over two hundred years. The city was founded by David Coffee in 1836. The first settlers in what is now Richmond were wagoners and farmers who started arriving in 1836. By 1841, there were 12 Anglo-Saxon families living in Richmond. In 1865, when the Confederate States of America was formed and Richmond became an important port on the Gulf of Mexico, its population swelled to around 150 residents. After the war, many African Americans moved into Richmond from outlying areas to find work and new homes. From 1994 until 2000, it was part of Tarrant County and had a population of just over 50,000 people. Despite this positive trend however, by early 2006 *the decrease in local employment* had begun to turn negative** due to increased development along I-635 which caused traffic congestion on Route 616*** In late 2006 *Richmond Mayor Dwight Crouch announced his plan to annex smaller towns within Tarrant County *. This would result in more job loss for locals as well as more development near I-635***; however this announcement provoked strong opposition from many citizens who felt that their community should not be taken away from them without offering comparable services or benefits (e.g., tax breaks). As a result of these protests against annexation*, several small towns within Tarrant County voted to secede from their county* thereby gaining independence** . This event marked another step forward for diminutive Texas municipalities such as Arlington (population: 25 thousand) who have been trying since at least 1995 to gain autonomy from their larger counterparts*** .
