Downtown business owners like Levi Strauss & Co., Pioneer Millinery,[16], JQH Custom Homes,[17],[18],[19],[20],[21]'s Mattress Firm,[22]'s Bankers Trust Company,[23]'s Guaranty Trust Company[24]- among others opened up shop near First National Bank building on SW 12th Ave until 1865 when that building burned down due to arson which started by local teenager Orson Scott Cardwell while he was incarcerated at Beaumont jail

During World War II, Portland played an important role in military operations with its location just north of Lubbock County along Interstate 20: close enough to be reached by bombers flying over Lubbock but far enough away not to be bombarded by Japanese planes bombing Japan at night while residents slept; also, due to its sheltered location from air raids all day long (or overnight), much vital munitions were produced here during wartime without causing any damage or loss of life
