In 1927–28 Willard Freudenthal served as mayor pro tempore during its first term after election by city council rather than by referendum because he had been elected to fill a vacancy caused by death or resignation from office on November 15th 1924; Freudenthal later served two terms as mayor before retiring effective June 30th 1931 citing health reasons only Portland experienced significant growth between 1907 (when it annexd Brazoria County) and 1930 due to petroleum production which led to increased housing development including: In 1930–31 there were 496 families living in 503 apartments; 176 professional women worked for downtown businesses; 7 banks sat on main streets east/west of Market Street serving downtown areas containing over 100 stores including Sam's Club;; outlying neighborhoods contained few buildings but many large homes built near industrial sites like Beaumont Dam north/central TX
