Portland, Texas is a small town located in the Cameron County area of the state of Texas. The population was 1,811 at the 2010 census. It is part of the Austin-Round Rock metropolitan area. The Portland community began as a cattle station on the Trinity River about seven miles south of present-day downtown Portland. In 1881, John Hogg founded an oil well near what is now known as Main Street and Waco Road and began trading products with local farmers and ranchers. By 1886, Portland had become one of the largest oil towns in Texas because it became production hub for Canadian Royal Oil Company's giant refineries on San Antonio Bay. In 1907, when Congress passed the Webb–Ferguson Act granting citizenship to all American Indians within five hundred miles of any white settlement in America, Oregonians James Fenton and Arthur Bowen submitted plans for a city on land that would be annexed by Portland in 1912. The first brick building in downtown Portland was erected at Fourth and Market Streets on December 15th (the date celebrated each year as "Portland Day"). During World War II, many people from Portland worked out of naval stations along Houston Ship Channel - including David Sanger who helped develop RSS radio technology - so that Allied forces could communicate using shortWave radios without being detected by Japanese submarines or bombers flying over their heads during battle occupying Pearl Harbor. On February 21st 1946 Multnomah County voters elected to incorporate as a special purpose district called Multnomah County Civic League Incorporation No 2() which created most importantly its own Board Of Directors responsible for managing development activities within its boundaries while also providing funding to individuals or groups wishing to engage in civic activity within those boundaries
