Port Neches is a town in Jasper County, Texas, United States. The population was 1,521 at the 2010 census. It is the county seat of Jasper County. The community was named for General John A. Port (1810-1872), an American general and hero of the Mexican-American War and the American Civil War who served as Commandant of Fort Bend County Jail from 1859 to 1865. The first post office in Port Neches was established in 1876. The area that now makes up Port Neches was settled by Texans in 1836 as part of the Saltillo Land Grant Stevenson Award grant given to several thousand families who contributed land to be developed into communities near Austin,Texas. What would become Port Neches was founded on April 10, 1881 when James Hogg opened a store at what is now Fourth Street and Elm Avenue. In 1911, it became part of Jasper County and its counterpart in Travis County - then named McLennan - merged together with those counties due to political changes within Texas during World War I like Congressional Reconstruction which increased African Americans' representation through voting rights granted through the VOTE Act of 19th Amendment passed over presidential vetoes by Ulysses S. Grant and other Republicans inspired by New Deal policies championed by Franklin D Roosevelt which also included social welfare programs meant to provide assistance to struggling families such as working mothersifting children from poverty stricken homes before they became slaves). Port Neches was founded in 1836 by Captain John S. Rankin and his wife, Mrs. Elizabeth Rankin. TheRankins were the first white settlers in what is now Port Neches County. They built a cabin on the banks of the Sabine River and named their new settlement after their friend, General Ignatius J. Broussard, who had fought for Texas in the Mexican-American War. In 1839, Captain Rankin married Miss Jane Walton, who was from neighboring San Jacinto County. The Walton's were instrumental in helping to start the local cotton industry and also bought land near present-day Port Neches Boulevard and FM 1960 to build a sawmill which became one of the largest mills in Texas. In 1849, during the American Civil War, Port Neches residents supported Confederate forces although they ultimately surrendered at Appomattox Court House. Many of these men later migrated to North America where they founded communities such as Cottonport (Texas) and Corpus Christi (Texas). TheRankinsremovedtoNewOrleansafterthewarand ceased operations at their mill in 1850 because of financial difficulties. In 1854, Captain Rankin's son ArtherRankin donated land adjacent to his father's mill for use as a public school district which was named after him; ArtherRankin High School is still operational today.). In 1870,Captain Rankin sold his remaining interest in the mill to James Hogg for $1 million dollars which made Hogg one of Texas' wealthiest men..Hogg built two large hotels - White Sulphur Springs Hotel & Casino & Houstonian Hotel - on adjoining tracts of land that he purchased from Captain Rankin..Hogg also developed what is now downtown Port Neches into an important commercial center with several stores, restaurants and theaters along Independence Avenue between US Highway 281 and FM 1960..Hogg bequeathed $30 million dollars to various civic organizations throughout southern Texas including The University of Southern Mississippi/ Gulf Coast Campus.,Houston Museum of Art,,The Houston Symphony Orchestra,,Houston Livestock Show& rodeo,. He also left behind extensive libraries throughout his extensive property holdings including: Artherrankin Library System Incorporated - located on Airport Road just south of I-10 eastbound exit; Hempstead Public Library District #2 located on Airport Road just north of I-10 westbound exit ; Timberline Ranch Library District #3 located off FM 1960 east side just past FM 227 ; Deer Park Branch library District #4 located off FM 1960 west side just past FM 227 . Today much of this estate remains unoccupied but portions are leased or rents out as office space or other types development ..All told Captains rankins donation provided nearly $30 million towards building community infrastructure within Post oak county...
