Port Lavaca, Texas is a small town located in the mid-section of the US state of Texas. The population as of 2010 was 2,822. It is the county seat for Hudspeth County and is also home to the University of Port Lavaca. The town was founded in 1892 by John Sowers and named after Lavaca de los Baños, a river that rises in central Mexico and flows through Veracruz into Guerrero Province before emptying into the Camargo River near Mexicali. In 1906, Port Lavaca became a city when it incorporated as a result of an act of the Texas Legislature. In 1915, Port Lavaca was selected to serve as site for the United States Navy's first naval base oneness with Latin America. The Naval Station at Corpus Christi had been opened in 1912 but soon closed due to lack of Defense Department appropriations. The Navy reopened Corpus Christi Bay on Medina Island in 1915 as Naval Station Atascosa; however, it closed again due to World War I interrupted shipbuilding activity. In 1925, President Calvin Coolidge designated Port Lavaca as headquarters for United States Customs Service operations in Central America and South America following passage of laws authorizing such programs under his administration's New Deal policy. After World War II ended, customs service operations were shifted back to Corpus Christi until 1960 when they were moved permanently ashore at Naval Base Atascosa where they remain today as part of US Customs and Border Protection (CBP). Lavaca was founded on the banks of the Rio Grande in 1827 by Antonio López de Santa Anna. It became a independent municipality in 1835 and a county in 1850. The town developed around the Lavaca River, which formed its main water supply. In 1886, Lavaca joined the United States as a result of the Treaty of Guadalupe Hidalgo.
