The high number of casualties during World War I among American soldiers caused Governor Waddell Bullock Sr.'s administration to create a board chaired by Drury Leland for the purpose of studying wayside munitions storage sites across Texas so that these supplies could be diverted away from warring nations should war break out again. After six months of investigation it was decided that no such sites existed within Port Lavaca's boundaries so bullock ordered construction begun on a new armory adjacent to his old courtroom which would serve as headquarters for this board and store all munitions used in Texas! . This armory continued operations even after World War II ended due largely to donations from citizens throughout the state who saw arms production as an important contributor to local economies.
