In 1978, it was renamed "Port Lavaca-Lugar Land Expressway" in commemoration of Governor George W. Bush's Visit to Texas that year.
Port Lavaca was founded in 1836 by John Lloyd and his brother, James. The town grew rapidly due to the Navigation Act of 1837 which allowed sailing vessels to enter the San Antonio River without first being registered. The town became a major shipping center and was known for its excellent quality cotton goods. In 1862, Port Lavaca was renamed Brownsville after General Sam Houston's veteran army.
