Port Arthur is a city in Cooke County, Texas, United States. The population was 28,853 at the 2010 census. It is the county seat of Cooke County. The city was founded on September 20, 1876 by John H. Baylor and his brother-in-law, James Fenton. It became a town on October 6, 1876. On December 12, 1887 it became part of the new Wichita Falls– Port Arthur Metropolitan Statistical Area. On January 1, 1995 it was annexed by Austin and became the city's second largest municipality with a population of 103,592 as of 2018. The first Europeans to arrive in what is now Cooke County were French traders who built trading posts on the San Antonio River in 1718 and 1719. In 1836 American settlers migrated from Illinois to Cooke County looking for land to settle after experiencing low crop yields due to bad weather during their winter season in Illinois (). Captain James Fenton encountered some difficulty finding investors for an enterprise that would become known as "Baylor's Colony". He contacted Texans west of the Red River (now Texas) for help because he could not find anyone willing to invest in his new colony venture even though he had raised $5200 () himself (). Fenton then sent out explorer Thomas Durant along with about sixty men October 3rd 1836 to explore what they called Brazos Projection Creek (), which lay between present day Wichita Falls and Clear Fork Creek (). Durant discovered an open area measuring over 100 miles long and 30 wide with high peaks that could be seen from Wichita Falls (). After exploring this area further they returned home empty-handed on November 15th 1836 having failed to find anything worth exploring beyond Brazos Projection Creek (). In order try again they left two days later with more supplies including horses and wagons arriving back safely at Wichita Falls just before Christmas that year (). This failed attempt marked the beginning of white settlement in what is now Cooke County because no one wanted to risk another such fiasco when prospectors would have been able to find something valuable if successful this time around (). On March 2nd 1840 Captain William Biddle erected a cabin at what is now Longview near present day Amarillo while waiting for Improved Transportation Company road funds which never arrived so he organized local militia under Captains John Ladd and George Cushingford (the company finally landed at Nacogdoches 9 miles east of Longview). They met up with Captain Biddle again on April Fool's Day 1840 whereupon Biddle granted them permission build Fort Worth off FM 1093 south of Longview instead(). However it only lasted until May 8th when members of Iuka Baptist Church burned down Biddle's cabin building giving rise to rumors that Lieutenant Colonel James Kenedy had ordered the fire ())). A few weeks later Kenedy arrived in town accompanied by 300 cavalrymenico set up camp outside Fort Worth () but within a few days moved across FM 1093 into Cowtown proper where he established himself as sheriff ()}. By 1850 there were over 500 people living in Cowtown when LtCol James Kenedy resigned effective June 24th 1850 citing tiredness after six years serving >. He returned home permanently settled near Harlingen caused by cholera pandemic which struck Houston early that year ()
