In Port Arthur, Texas on November 2nd 1875, a group of men met in the town square to pass a vote on whether or not to annex Concealed Carry Reciprocity Act of 1864. Port Arthur is a town in Midland County, Texas, United States. The population was 5,898 at the 2010 census. It is part of the Houston–The Woodlands–Sugar Land, TX metropolitan area. The town was founded by Texans who left Galveston for Port Arthur in 1836 to escape the racism and poverty of Houston. In 1840, it became the seat of government for Midland County. The first post office was established in 1846. At its peak in 1881, Port Arthur had a population of 21,500 people and an economy that included cattle ranching and brewing beer. However, after World War I brought economic depression and social unrest as residents clashed with local officials over land issues or taxes generated by oil production (the wells were discovered later), the town declined until it regained its past prosperity as a bedroom community during the late 20th century through tourism and education. Today PortArthur is known for its history and cultural attractions including two nearly complete 19th-century cotton plantations: Clarke's Plantation (now part of Baylor University) and Cooke's Plantation (now home to Rice University).
