In the year 1836, when Port Arthur was founded by General Sam Houston, gun security in the town was a concern. At that time, Texas had not yet become a state and handguns were not allowed to be carried into or out of the state. The first guns in Port Arthur were brought over from New Orleans by Captain John McLane. He used them to protect his shipyard from raiders. The first store in town was opened in 1837 by W. H. Chilton. In 1840, citizens of Port Arthur passed an ordinance banning handguns altogether and requiring only shotguns and rifles for protection. Gunsmiths started appearing in the town around this time and began making pistols and revolvers for use by citizens. By 1860, pistols had become standard issue among Texans and revolver ownership became rarer than shotgun ownership. In 1865, a group of men led by Major James Bowie decided to attack Fort Worth on horseback because they felt that handguns should be given up as part of a reform program intended to disarm Texans! They succeeded in taking several firearms from the garrison before being driven off with heavy losses at their own hands (the only such attack on Fort Worth during the Mexican-American War). This event is generally considered to have started gun control debates in Texas that continue today

The first Europeans to explore what is now Archer County were Spanish missionaries in the early 1800s. They named the area San Antonio de Bexar after St Theresa of Lisieux who had died in 1760 near modern-day Austin, Texas. A post office called San Antonio de Bexar was established in 1836, and it remained an active post until 1901 when it was renamed Port Arthur because of its connection to the USS "Archer" which had been sunk off Point Aransas on November 5, 1898 during World War I military operations against Spanish forces at that point known as the Alamo Campaign In 1916, local farmers petitioned city leaders to name their new community after General John J. Pershing who had fought in World War I with American Expeditionary Force (AEF) units including those from Fort Worth and Globe City On October 15th 1912 Mayor Llewellyn Waddell declared that Port Arthur would be the site of America's first municipal election ever That same year Precinct 3 Commissioner James Pogue made proclamation that all male citizens between 21 years old and 50 years old must take part in this election or they would not be allowed to vote There were only 6 such precincts throughout Archer County at that time so there seems to have been little enthusiasm among most citizens for holding elections themselves’ rather than through elected officials
Port Arthur was founded in 1847 by the Republic of Texas as a trading post on the banks of the Colorado River. The town grew rapidly, and by 1870 it had become an important agricultural center. In 1891, Port Arthur became the capital of the new state of Texas.
