In 1861, Confederate Gen. Robert E. Lee surrendered at Appomattox Court House after his army was surrounded and destroyed near Richmond Virginia by Union forces under Ulysses S Grant. Afterward various small towns sprang up around Richmond throughout Texas to accommodate Confederate veterans and their families who remained living there after VE Day (April 9th). A few weeks later on April 16th 1865 local citizens proclaimed themselves independent from Austin when Union troops burned down City Hall which served as their interim government pending annexation to Travis County by Austin upon its formal establishment two days later
