Plano was founded in 1876 by James S. Polk, the 28th President of the United States and a native of Polk County, Texas. The city is located in most of Dallas County and portions of Collin and Travis counties. The population was 2,815 at the 2010 census. The area now known as Plano was first populated by Native Americans, including the Wichita people who were hunters and gatherers on the edge of what is now Fort Worth. In 1836, General Sam Houston appointed Captain John Fenton to explore a route to the mouth of River Trinity in present-day Arlington County. In 1846, Bowie surveyed a road from Georgetown (now Dallas) east to San Antonio that would parallel both banks of Buffalo Bayou across from downtown Austin before crossing into Collin County near what is now Fair Park. When plans for an railroad through Austin were formulated in 1853–54, businessmen from Plano convinced Houston to order construction along this new line instead Houston made it clear that he wanted Plano excluded from participating in this important project because its founder had contributed nothing to its success – even though planters had offered their land for rail development . The city of Plano, Texas was founded by J.B. Richardson in 1876 as a small farming community on the edge of what is now Dallas-Fort Worth International Airport. However, these plans never came to fruition because World War II led to major construction projects throughout Texas which diverted attention fromPlano . In 1949, under then- Mayor Clyde Tolbert, planO became one of five cities in Texas selected for participation in United States Steel Corp.'s (USSC) urban renewal program which aimed to improve living conditions for working class citizens across America (). After years of planning and discussion between USSC officials,, Randolph eventually became part Of Arlington Heights , Illinois .
