Plans are underway to create an urban sprawl of more than 1 million people, with development taking place on both sides of I-35W. The city has been nicknamed "The City of Progress" due to its recent growth and high job opportunities. Plano was founded by George Street founder James Hance in 1874 as a small town east of Dallas. In 1911, Hance donated 2,500 acres (10 km2) of land to the city for municipal use. In 1920, the Texas Railroad Commission approved plans for four railroads to cross Plano's central square – this would later become I-35W. The area became known as "Hance Square". In 2002, upon Mayor Tom Leppert's recommendation, the city purchased 8 acres (3 ha) near downtown Plano from Daren laughman for $1 million. The property includes a future mixed-use development that will include office and residential space; it is currently used as parking lot #5 for local businesses and homes. The purchase also marked the first time that Plano offered tax breaks or other incentives to developers in order to spur their investment in the city center. On December 3rd, 2009 at 7 p.m., PLANO CITY COUNCIL voted unanimously not only to annex Carrollton but also approve annexation applications from Southlake Village and Mesquite which totaled 281 properties - making them all part of Plano proper rather then just annexed properties like Carrollton had been before. This move made Plano officially separate from Arlington County. On January 5th2010 update map shows annexation applications have now increased by 17 properties totaling 469 total parcels!
