Plano, Texas is a city in Collin County, Texas, United States. The population was 146,593 at the 2010 census. Brownell served two terms as Mayor from 1907-1911 and 1913-1917; he also started Plano's first paper mill which opened in 1912. After World War II the town became increasingly suburban and commercialized until it regained its downtown identity following the opening of Plano Plaza Center mall in 1967 which anchored what had been once a sleepy West End neighborhood called Green Hills (now Midtown). In 2000 plans were made to raze much of downtown plano and build thousands more apartments, but resistance led to successful protests that blocked construction until 2006 when then-Mayor Tom Leppert announced he would develop downtown only if developers agreed to create jobs within walking distance of every home instead of making them all closer to shopping malls or Interstate highways
