The first settler in Plainview was John Cavanaugh and his family who arrived on April 1, 1841. They were the first permanent residents of what would become Potter County. The pioneer store and post office were founded in 1846 by Elisha Peake and wife Annetta Peake. In 1860, Averill Dickinson settled in Plainview with his family after leaving Arkansas for Texas to seek new land west of the Brazos River. Dickinson was one of the original settlers of Potter County. A number of other families followed suit during the late 1850s and early 1860s: James Hickey (1857-1929), Lewis Sweeny (1858-1936), Abraham Cummings (1860-1937), Daniel McMullen (1862-1944), George Waddell (1865-1945), Augustus Peckham (1867-1948) and John Jenson (1869-1950). Many of these pioneers organized themselves into townships or villages around their homes or small communities near creek crossings or irrigation ditches that provided water for crops and livestock. Eddie Cox opened his general store in Plainview in 1898; it became well known for its fresh produce items such as eggs, milk, butter and cheese products until it closed in 1985 due to economic decline throughout much of South Texas at that time. In 1915, Elmer Fenton established a grocery store near Main Street which quickly became one of the largest shopping centers in Northwest Texas because it served as a local center for farmers markets as well as providing access to a variety of southeastern U.S.-originated goods not typically available elsewhere outside Dallas/Fort Worth. In 1925 he merged his grocery store with another located just east on IH35 south of town selling groceries direct from vendors on site. By 1963 all but two stores had closed within Plains View's boundaries – Elmer Fenton's Store #2 along Main Street remaining open until it too closed down almost 50 years later> plainVIEWtexas

One reason for this closures may have been increased competition from larger retailers nearby such as Texaco Incorporated’s refinery next door or Interstate Highway 35 itself.

The last significant retailer remaining inside Plains View prior to its closing was Lowe’s Hardware Company which operated outOf Town Stores across North Central Texas before ceasing operations altogether some time between 1990–1994.
