Plainview is a town in Kerr County, Texas, United States. The population was 4,711 at the 2010 census. It is the seat of Kerr County. The townsite was laid out in 1881 by J.H. Cline and Simeon Ellington as part of a gravel road connecting Cedar Hill to Fort Worth[1] and soon became an agricultural center due to its rich black earth soil. In 1915, local banker J.B. Brown organized the first Farmers' Market in Plainview and continued to operate it until 1984 when it was discontinued because of budget cuts by then-Kerr County Executive John Hines.[2] The community's first school was built in 1881 on what is now Fourth Street West near the present day courthouse Annex building which served as Main School from 1882-84 before becoming Junior High School from 1886-1915;[3] after this time, it reverted back to Main School until 1924 when all grades were consolidated into one building which serve as both schools today known as Plainview High School (later renamed Highland Park) with Addiscombe Middle School serving as an annex between 1953-1981,[4][5][6][7][8] finally closure in 1984 due to budgetary concerns brought on by then-County Executive John Hines who felt that no high school could compete with those around Dallas or Houston for enrollment growth within the county.[9] In 1861, Captain George Armstrong founded what would eventually become Kerr County (named after General James Kenedy), named after his father General George Armstrong Jr., during Reconstruction following the American Civil War and took over land grants granted by President Ulysses S. Grant including Plainview Township which he platted on March 14th, 1881 under a law passed that year called "An Act for organizing certain new townships within this state".[10][11] At its platting meeting attended by representatives from various area ranchers who had been granted property east of Amarillo near Brush Creek,[12],Armstrong proposed to name his new township simply "Plainview" but no action was taken at the time due to objections from other residents who saw it as an unwise move given that much of Central Texas had already been acquired by Texans west of Amarillo including San Antonio where several thousand more people lived than located in any single township within Kerr County.[13][14] The name change did not go unnoticed though and some members of the town's early governing bodies decided they should be given their own unique appellation rather than just plain "plainview", such as Mayor Orville Wirths who suggested "Plainview Heights" while others favored something more colorful like "Sugar Land" or even simply "Houston". Finally, on November 15th 1888 upon motion made by First Selectman Ike Atherton with majority support,[15][16],theTownship Committee voted 5-0 to adopt plainVIEW instead formally naming themselves PlainVIEW Township Incorporated on December 2nd 1890.[17](fn1)[18]) A native Texan,[19],[20],[21],[22],[23],[24],[25]Cline came up with the idea for what would later become known as Inner City Shopping Center which opened its doors July 1st 1951 adjacent to Interstate 35 just south of US 59/I-35 interchange -(now IH 10) across from what is now Hardees restaurants -(now Forever 21) -and quickly became one of Plains View's major attractions helping draw shoppers away from downtown Cedar Hill whose retail offerings lagged behind Inner City Shopping Center).[26]'
On October 22, 1836, Plainview was granted a land grant by the U.S. government. The land was located in present-day Tarrant County, Texas. The grant consisted of two square miles (0.8 km2) and was part of the Rancho El Paso grants given to many cattle ranchers in that area during the 1830s and 1840s. The town name is derived from "plain" or "flat ground" near the original grant site. There were no trees on the property when it was offered to Plainview, so settlers erected small homes out of adobe bricks and mortar. By 1850, there were around 30 people living in Plainview; most had arrived from surrounding counties during the previous decade as livestock farmers or miners. In 1851, a group of local businessmen formed what became known as the First Farmers' Association to promote agriculture in Tarrant County. In 1865, after Texas achieved its independence from Mexico, Plainview's incorporation as a town occurred through an act of Congress which allowed for towns within current-day Tarrant County to be incorporated without having to receive additional votes from individual citizens.
