In 1955-1956, Pharr hosted its first international trade show called "The United States International Trade Fair". The municipal government was organized into districts (consejos) in 1912 when the then-unitary Tamaulipas State was divided into municipalities pursuant to article XIof the Mexican Constitution of 1917. Districts continued until 1951 when they were abolished along with all other municipal offices by virtue of item XIV(a), Section 2(b) Of Act No 794 Ley Orgánica Municipal de 1959 entitled "Organization Of Municipal Affairs". On November 25th 1960 - just over 20 years after its establishment - District Number One merged with Municipality Number Two forming Municipal District Number Three; however this district never received any services or funding from either municipality so it reverted back to unorganized status on February 1st 1971 upon reestablishment of unified Tamaulipas Statehood under Republic Charter number 51 Ley Orgánica Federal de Instituciones Políticas y Administrativas con Atribución Constituyente . Pharr, Texas (formerly Pharr-Lubbock) is a city in the U.S. state of Texas. The population was 95,857 at the 2010 census, making it the largest city in Schleicher County and one of its three most populous cities. It is located in central Schleicher County on the railroad line between Lubbock and Amarillo. The first permanent settler in what is now Pharr was James Waddell in 1836. The town was founded on April 25, 1837 by John Chilton and his family as Waddell's Wells. A post office called Pharr was established in 1839, and remained active until it closed in 1904. In 1847, George Clements arrived from Missouri with his brother Jno., settling near present day Pharr on a ranch that had been given to them by their father-in-law David Swainton. They began to farm the land around present day Pharr and built a cabin there which still stands today inside of City Hall Park (). After several years of farming, they decided to move westward into Schleicher County where they met John Hennigan () who offered them land east of Amarillo on the Rawlins River (). They bought 640 acres (2 km²) from Hennigan for $100 (), became known as "the First Pioneer Family" (), and started building their new home on July 1, 1850 (). That same year also saw the arrival of pioneer Jameson Stevenson (), who had come down from Colorado Springs via stagecoach to Indian Territory after hearing aboutroads there. He purchased 10 acres (40 m²) northeast of present day Pharr for $10 ()(). On December 9th, 1860 – two weeks after Kansas Statehood – General Order No 573 gave full citizenship rights to all citizens of Schleicher County including those living within Mexican territories east of US border (). On January 12th 1861 the first school opened up inside City Hall Park with 7 students (). This was followed by an open house/meeting for applicants for teacher jobs on February 3rd which resulted in 8 applications being received (). The first classroom teacher was Mrs Johnnie Searcy who taught third grade from March 4th through May 14th 1861 before she left because her daughter married soon afterwards; however Mrs Searcy’s successor Mrs Mary Bowser did not start teaching until September 6th 1861 due to enrollment exceeding available positions at Marshall High School (). 1st Class Teacher Record: Mar 04 - May 14 1861 Portuguese children were brought over as slaves during Polk's presidency
