Pharr is a historic city located in the U.S. state of Texas. A small community developed near Fort Worth during this time, but it was not until 1845 that Pharr became an official town under Mexican rule when Antonio López de Santa Anna made it his capital after defeating American forces at Buena Vista Creek. The growth of Pharr began to take hold following its annexation by Texan Volunteers in 1865, and within five years the population had reached 100 residents. By 1870, however, Pharr's population had quadrupled to around 250 people and Mayor James White invigorated development with programs such as land acquisition and public works projects like a new jail and schoolhouse. In 1881, white settlers established themselves along Red River east of town while black Texans moved into areas west of town to ranchland or Boomtown (later called Houston). Despite these challenges, development continued apace into the 20th century with major construction projects such as the Federal Savings Bank Building (1914), which still stands today as one of Texarkana's most iconic landmarks; and additions to both City Hall (1928) and State Capitol (1940). In 1971, due to budget cuts implemented by then-Gov.-elect Rick Perry, Pharr's economy declined rapidly which caused many businesses to close their doors or move out from downtown into other parts of Texarkana. This situation change when Perryomics revived economic growth throughout much of central Texas beginning with his 1992 gubernatorial campaign - culminating in his election as governor that year and passage of legislation creating Enterprise Zone districts throughout Texas aimed atstimulating job growth within specific geographic areas despite pockets of decline across various counties including portions of Texarkana where business closures had occurred prior to Perry’s tenure]. In recent years, however, Pharr's economy has been struggling due to declining housing values and competition from other cities in the region.
