On July 1st 2003, voters approved incorporation into El Paso County with a majority vote of 63% Yes and 37% No against incorporation petitions filed by both City Council and residents who opposed cityhood referendum efforts dating back to 1992 when application process began; this action formalized new voting rights granted to municipalities within county boundaries regardless of whether they applied or not
