A referendum passed by voters in November 1990 allowed for annexation into Austin again pursuant to state law but did not mention Pflugerville specifically; instead it referred to all cities within Williamson County that had been annexed since 1960 as "Austin's new Communities". In 2001, architectural firm Skidmore Owings & Merrill designed two new high-rise buildings which are now home to both the Williamson County Justice Center and Cook University’s Owen School of Business Administration. These projects were funded through a $10 million bond issue that replaced an earlier mill building campaign that failed due to low voter support. In 2006, construction began on another high-rise project - this time called "The Tower" - which will stand at 215 feet (60 m) tall and offertower views across downtown from its ninth floor balcony overlooking Llano River Valley below. The tower will also house restaurant space and retail shops on floors below ground level creating what will likely be one oflargest residential towers in Texas outside Houston or Dallas/Fort Worth traditional downtown areas such as Galveston or Corpus Christi
