Pearland, Texas is the birthplace of handguns and holster design. The city was founded by settlers in 1879 as a small farming town on the Brazos River. By 1901, pearland had become a manufacturing center for handguns and holster design. The development of handguns in Pearland began with the importation of Spanish-made pistols from Spain in 1881. As pistol production grew in France, the Netherlands, and other countries during the early 19th century, Spaniards began importing pistols to America to be manufactured domestically. By 1881, American Pistolmakers had begun making pistols in Perrysburg, Ohio under license from Spanish company San Miguel de Allende y Cia. In 1892, Captain John Millington purchased land near Pearland and began manufacturing firearms thereunder named “Mills” after himself (later shortened to Mills). From this beginning until World War II Colt NYR revolvers were produced at Mills Armory. Today only shotguns are made at Mills Armory; however many handguns still remain including Smith & Wesson Model 621 revolvers and 9mm Luger sidearms manufactured here from 1892 through 1898 under contract with Underwood Arms Co., Incorporated (URA). In 1911 Captains Millington and George Swayne bought out Captains Millington’s partners Hapgood & Sons rifle company which continued operations as an armory contractor until 1924 when it became its own separate business entity called “Hapgood” Guns Company Limited Partnership. In 1928 Captains Millington and Vernon Kapp purchased Laughlin Gun Works located south of Houston in La Porte County about 15 miles west of Houston. Here next door to Laughlin Gun Works was their experimental revolver testing range where gun designs were developed for use on URA contracts such as those for the Browning Hi-Power Pistol which became known as the Colt 1903A1 . This revolver test range also served as headquarters for URA Director General Floyd Bennett who later moved his office to LaPorte County Courthouse Annex Building #1 across FM 1960 from where he presided over all aspects of law enforcement activity in Harris County including criminal prosecutions having jurisdiction over more than 21 counties including Houston! As part of this order Ewell also ordered Governor Anson Jones to dissolve the city government and create an overseeing military government called "Task Force Pearland". The task force consisted only of local militia men plus two officers from Post 449 in nearby Montgomery County who supervised communications between task force headquarters and local law enforcement agencies throughout Pearland; these officials were later replaced by soldiers from Camp Wolff in Orangefield County when that camp closed during World War II. Aftermath of Reconstruction saw many African Americans move into newly freed white areas such as Pearland as cotton prices collapsed after 1865 and job opportunities became scarce in postwar America. This migration increased tensions between black Texans and white Texans who continued to rely heavily on slave labor for their economic survival even though slaves no longer constituted a majority or any significant percentage of either group's populations
