With rapid growth came problems because much public land had been leased from farmers for grazing purposes or used for railroad construction yards; these parcels provided little opportunity for development or use by citizens because they were outsideof city limits or agricultural areas (). Prairie dog raids began in 1865 because animals being sold into slavery could not be returned until they had been killed () so settlers needed animal fodder too ().
