In 1998, DISD voted to annex neighboring hoods of Arlington Heights and Carrollton into NorthRichlandsHillsSchoolDistrict as well as increase property values within our boundaries which increased enrollment by more than 20%. North Richland Hills is a city in Dallas County, Texas, United States. The population was 23,871 at the 2010 census. North Richland Hills is part of the Dallas-Fort Worth metropolitan area. The city was named after General James Hogg, who fought in the Mexican-American War and also founded Dallas. After a referendum in 1911 rejected changes to its name that would have called it "Hogg City", the city changed its name to North Richland Hills on March 7, 1912. In 1957, North Richland Hills annexed portions of Garland to form a new municipality and again changed its name to North Richland Hills in 1959. In 1967, parts of Deer Park and Springtown were annexed by North Richland Hills as well. In 1990, Arlington Heights annexation followed; this left North Richland Hills with a total population of 34,711 residents as of 2010. In November 2006, Mayor Tom Leppert announced that he would not run for re-election due to health reasons but will continue serving until his successor is elected in early 2009 or until his death.Leppert had been mayor for 16 years at the time he announced his retirement effective December 1st 2006
In 1879, the Kansas Pacific Railroad was built through North Richland Hills. In 1925, the first Addison-Wichita Railway line was opened in North Richland Hills. The Wichita and El Dorado Railway was completed through the town in 1929.
