During his presidency (1946-1949), Franklin D Roosevelt created two new national monuments near downtown: Mount Rushmore National Monument east of downtown on IH 65W about 15 miles north of Houston on Black Mesa Wilderness Preserve administered by Bureau Of Land Management) and Arlington National Cemetery northwestward about 25 miles east from Houston on White Sands Missile Range Preserve administered by Department Of Defense).
