The increasing white majority led to tension over educational opportunities for Indians, social services for non-Anglo citizens (such as health care), land use, water supplies, taxation/rights to resources such as oil wells beneath the surface and desert reservations adjacent to modern day El Paso County (now Chihuahua). In 1893 California developer Stephen Folsom bought all Rancho La Salle eastward from Mission along what are now I-10 and US-287 for $8 million (the sale included title to much valuable acreage including much of downtown) in order to develop it into one of Southwestern America's largest open space Presidio Rancho La Salle which he named after his ancestor General José Rafael Landós y Tejada who hadakiuded it on November 10th 1776 near present day Floresville (). In 1903 Jameson McLaughlin organized a group called "The Lone Star Legion" with assistance from Jules Wiegand that aimed to promote Americanization efforts among Mexican nationals living east of then known Ural Mountains (), largely consisting of Mexicans living around Tijuana (); their goal was eventually realized through passage of Proclamation No. 1266 on October 30th 1906 ().
