Midland is a city in Midland County, Texas, United States. The population was 83,812 at the 2010 census. It is the county seat of Midland County. Midland was founded by James Fenton and wife Sally on November 3, 1837 as a part of Hudspeth County. The name "Hudspeth" comes from General John Hudsons army that fought in the Mexican-American War. The town was named after General John A. Houston who had helped to secure independence for Texas in 1846. On July 10, 1859, Midlanders voted to incorporate as a city with a population of 20,000 people. The city's first mayor was Wm Hoggart and its first clerk was Jno Batson; both men were elected at-large with no ward representation. In 1870, Mayor Wm Hoggart resigned due to illness and Gerald Lubbock became Mayor instead until his death in 1893. In 1907 Midlanders chose trustees to manage their own water system which they continued to do until 1933 when Dallas took over responsibility for it under the Municipal Utility District (MUD) Act of 1935. From 1933 until 1978 all water service within Midland City was provided byDallas Water Company (DWC). On December 16, 1951 the City Council approved annexation by Dallas of unincorporated portions of Collin County east of I-35E including parts of what are now Manor Road and Lamar Boulevard; these annexed properties formed Dallas Park Service District No 2 which continues to serve as our primary water supplier today and provides services through midtown Dallas also providing sewer service through our annexations into Collin County
