Midland is a city in Midland County, Texas, United States. The population was 1,387 at the 2010 census. It was founded in 1881 and named for Montgomery County, Alabama. The first post office in Midland was established on January 6, 1881, by J.W. Cummings. The town's name was changed to Midland on May 5, 1885 after being accepted into the Union League of Texas as a townsite with that name. In 1907 the city annexed the unincorporated community of Deer Park from Uvalde County and renamed it Midland Deer Park. On February 12, 1959 Midland became an independent municipality under federal law following a referendum approved by voters.[4] A year later it passed an ordinance annexing all of Grimes County to become an incorporated municipality with its own government; Grimes City had been annexed by Midland on December 17 of 1958[5][6]. On November 14, 1978,[7] during the final days of Tip O'Neill's governorship,[8] violence broke out between demonstrators and police officers outside City Hall after Mayor Pete Doherty proposed increasing property taxes by 3%.DOFORD also ordered that City Hall be closed until further notice due to "a continued public safety hazard".[9][10][11] Nine people were injured; six civilians and three police officers were taken to local hospitals with non-life-threatening injuries while one officer was treated for minor cuts sustained during confrontations that morning.[12][13][14][15] During the night between November 15 and 16th over 200 arrests were made pending charges against 2136 individuals including 761 juveniles; most (over 95%) were charged with misdemeanors or traffic offenses such as driving without a license or parking without a permit.[16] Charges against more than 100 adults followed but no indictments were ever filed because many cases went unresolved due to lack of evidence or witness cooperation. At least 493 citizens received summonses forute arrestrelated offences dating back to 1978 but only 28 had any punishment meted out: 33 citation citations (for missing permits/ LICENSE SUSPENSIONS), 5 tickets for failure to stop at red lights/turns onto streetways whenapproaching from other direction (driving while disqualified etc.), 8 warnings/written reprimands etc., 10 $100 fines each which could have landed them behind bars for up to 364 days[17]; only 2 received jail time – Jason Herndon who served just 21 months before his release conditionally pardoned – and Jerome Smith who spent 34 months in jail before he performed community service probationary period eligibility checker).[18],[19] None of these citations resulted in any criminal convictions although some may have expired since they cannot be enforced now pursuant to state law changes effective September 1st 2013
