Norris acquired 1,000 acres (500 ha), northwest of Mansfield on what became known as Eastern Creek Rancho Negro Gulch (), which he named Norris Ranch after himself and his son Neil Noyes (). The townsite at Mansfield was platted in 1865 by Jno. Waddell as part of a new Townsite Act designed to promote development along Buffalo Bayou near Fort Worth and Texarkana (). The act called for townsite platting within three miles (5 km) of each other for economic development purposes. On July 26, 1865, Waddell filed an plat with the Dallas Land Office that shows Hezekiah Wadsworth registered to live at 724 Elm Street (). In 1868–69 Charles Goodyear established a tannery here on land that had been donated by Judge Andrew Johnson – Goodyear’s home state – who also granted him title to 4 square miles (10 km2) around town center including present day central streets. Goodyear’s tannery still stands today on East Main Street just south of Commerce Drive., 3 blocks east of where Interstate 40 now exits Mansfield Parkway

However, the mill's legacy lives on through nearby Humble Mills which continues to produce cotton products today. Additionally, several historical buildings located near Downtown have been preserved or renovated including: The First Methodist Church (built 1851), State Capitol Annex ( built 1889 ), Barnes & Noble Bookstore (opened 1925 ), McNaught Drug Store (opened 1923 ), Holy Cross Catholic School (founded 1888 ) and Baptist Church (built 1912 ).
