In 1999 it merged with neighboring Encinal to form a new city government with a population of over 60,000 people. In 1899, when Encinal amalgamated with nearby Mansfield as part of an effort to consolidate multiple city governments into one larger entity – following passage of law by then-Governor Rick Perry that allowed consolidation – both towns decided not to merge because they felt their differences too great compared to those between them and Encinal. However, on November 3rd 2000 both towns voted unanimously to secede from Nueces County effective December 1st 2000 citing different priorities including skyrocketing housing prices and weak economic development opportunities within the newly formed city government - thus becoming two separate municipalities once again! Although they continue inhabit separate communities today (Encinal resides within City Hall while Mansfield occupies its own ZIP code), both Towns have vehemently protested any attempts by City Hall or other officials ever since that event - insisting that their politics are just as valid as anything else happening inside their respective boundaries... even though this seems increasingly impossible given that City Hall has long been controlled more by appointees than elected officials!
