However, development did not begin until after World War I when oil discoveries were made south of Lubbocks mouth onshore with great potential for export income for Lubbocks growing economy. In 1925, plans were made to build a new refinery that would be able to meet world market demand for oil products but construction never commenced due to financial difficulties that arose out of the Great Depression era boom period across much of North America whereby companies went bankrupt or ceased production without any replacement jobs available during hard times like this one).
