It also annexed much smaller communities such as Springerville and Garden City before becoming an all-black township effective date November 1st 1959 when Reconstruction ended following the Ulysses S Grant victory over Confederate forces at Brown’s Field on April 12th 1865. At that time African Americans constituted only 3 percent of the population but soon after increased voter turnout helped them reach 10 percent within ten years
