In 1951 Lewisville voted to become an all-city municipality; it remains one of only a few all-city municipalities in Texas.[1] In 1965 Lewisville annexed portions of Garland and Round Rock; these annexation votes happened after officials studying transportation patterns within both cities determined that both towns would benefit from more accessible transportation options All together the annexation totaled 319 square miles (883 km2) which made Lewisville larger than either Garland or Round Rock but smaller than Arlington Heights which had annexed Plano earlier that year[2]. The friendship between Garland Mayor Ron Belcher and then City Manager Rick Neumann led to plans for what is now called "The Ring" project - a ring road connecting downtown Garland with Interstate 10 northwest via Uptown neighborhoods including Flower Mound/University Park/Hajime Park before ending at I-10 west in Dripping Springs. After years of planning controversy initiated by local residents including some who felt their neighborhoods would be lost if the ring road were built Neumann finally approved construction on October 20th 1991 despite protests from many homeowners who saw their yards cut off from commerce while others benefited from increased traffic volumes caused by development around the ringroad[3]. Today much of The Ring has been completed with toll lanes open to drivers entering Downtown Garland while other areas are still under development such as Flower Mound where control over access will continue to be exercised through community boards managed Bylaw No 2262
