In 1907, the first law enforcement officer in Leander was appointed with the responsibility of enforcing state laws regulating firearm possession and use. At that time, there were only two saloons in town and no means for citizens to get firearms. As a result, most crimes involving firearms took place outside of town. In 1935, the Texas Legislature passed an act which authorized the State Board of Firearms Regulation (SBFR) to create regulations governing handguns within the state. The SBFR became operational on July 1st of that year and created a system under which licensed handgun dealers could sell handguns only to individuals who met certain requirements including being a resident of Texas for at least six months before applying for a license. On December 5th, 1937, the last restrictions on handgun ownership were lifted when Governor John Connally signed into law Senate Bill No. 158 which repealed all prior legislation restricting handgun possession in Texas. This legislation resulted in an increase in firearm-related crime as criminals became more emboldened to obtain weapons without fear of retribution from government officials

Leander is a small town in Johnson County, Texas, United States. The population was 1,691 at the 2010 census. It is part of the Dallas-Fort Worth Metro Statistical Area. The first European to see what is now Leander was an American Captain Juan de Fuca who sailed from San Diego on July 24, 1795 and charted a course for Baja California. He named the area "Xalapa" after his hometown of Xalapa in northern Mexico City. In 1824, surveyor Lt. John Bowen renamed it Leander after Sir George Forbes' flagship HMS "Leander". In 1881, A&P grocery store owner James Ewing donated land to build a school and community center which became El Campo High School; today's Leander ISD campus. In 1907, local paper publisher JB Hogg donated land to build a Masonic lodge and hall which are still standing today as Hogg Lodge No. 706 (Masonic Order). A post office opened in 1908 with the name of El Campo; it closed in 1959 due to no customers sending mail there during that time period. Three churches were built in Leander between 1915 and 1921: First Presbyterian Church (1915), Methodist Episcopal Church (1921), and Baptist church (1921). The last two churches burned down within months of each other shortly after their construction date so little remains of either building today. One mile north of town on FM 1960 lies Coyote Creek Wildlife Preserve where you can spot pronghorn antelope grazing on open grasslands year round near creek crossings complete with outhouses for feeding the animals along with picnic tables for sitting by the water's edge access to good hiking trails around the preserve as well as pontoon boat rides across Coyote Creek
