LaPorte's history can be traced back to 1853 when it was founded by John Sayers and James Kieft as a trading post on the Trinity River. In 1875, LaPorte became the seat of Dallas County. In 1923, after years of effort by Mayor Prentice Hoyle and City Councilmember Edwin Easley, Houston-based Gulf Oil Corporation established an oil refinery at its current location south of downtown La Porte on Higgins Road. This led to rapid growth for LaPorte as well as nearby towns such as Garland and Richland which followed suit with their own refineries within a few years of Gulf's initial investment. By 1940 over 60% of all inventory for gasoline products carried by Gulf had been produced in Texas including most notably at present day Shell Refinery #1 just east of I-635/Upper Kirby Rd., next door to Fort Worth State University campus
