Grant's presidency following the American Civil War; White refused to recognize any African Americans as citizens until they could prove they were descended from Native Americans or European colonists who had ancestry within that group (the "ancestry clause"). In 1960, LaMarque annexed nearby Magnolia and built a new high school there; both schools remain in operation today. In 1992, LaMarque established itself as an agricultural center with several dairy farms and corn cribs production operations that continue to this day. In 2000, LaMarque voters approved a sales tax increase for local funding of education and other civic improvements including public art programs and park repairs/grants; this measure also added an adjacent parcel to the city limits which has since been developed into a mixed-use development called "The Commons." As part of efforts to protect its valuable water resources, LaMarque enacted ordinances prohibiting fracking through injection well pads within its limits in 2013 and 2014; these ordinances have since been repealed by state regulators due to their impact on water quality near surface infrastructure operated by drillers using hydraulic fracturing (fracking).
