After reaching 10%, annexation stalled due to lack of support from elected officials who felt that no new land would be annexed without some form of blight prevention or economic development plan in place which would bring jobs and tax revenue back into the area (although discussions continue between Mayor Godfrey and City Council members about potential future annexations). In January 2015 it finally received approval from voters to annex all remaining unincorporated areas making Katy now an official city with 11 constituent wards including 4 districts that make up its 11 constituent wards: Central District (northwest side), East District (east side), West District (southwest side) and South Eastern District (southeast side). Katy has experienced significant Growth over the last several decades thanks largely to strong auto production/manufacturing industries that have left behind large amounts of pollution both inside and outside their factories; however much has also been accomplished through Major Development Projects such as masterplanned neighbourhoods like Montrose Park - home to many high end shops & restaurants - which formed during post-industrial times when job loss followed major companies relocating out of Houston & other Midwestern cities for similar reasons; continuing redevelopment efforts are underway throughout downtown following mayor’s directives; heavy investment has also been made into public transportation options like light rail transit which opened in 2007 connecting Downtown with Midtown & eventually University Station providing easy access to most everything else in town while reducing traffic congestion along I-10W

However, these operations were later shuttered due to manufacturing restrictions placed on America after World War I After World War II (1945-1949), oil started flowing out of North Dakota's Bakken shale field which made land available for drilling down into these formations below ground level called “the Gorgon” fields .
