On August 29- September 5th 2017 torrential rains swept through much southeast Texas causing catastrophic flooding that left up to 90% of residents displaced and many structures destroyed or damaged including homes and businesses in downtown Katy In response to this natural disaster local officials created the Mayor's Flood Protection Program which provides financial assistance to homeowners who have suffered from floods in the past

Katy, Texas is a small city in the United States located in Midland County. The population was 25,824 as of the 2010 census. It is the smallest city in Texas and has the smallest population of any municipality in Midland County. The first people to live here were the Kiowa and Comanche Indian nations. After Fort Worth became a town, it was decided that Katy would be its new capital. On December 12, 1836, during President Andrew Jackson's administration, General Sam Houston signed an act making Katy the capital of what would become Texas. The city grew rapidly from its original population of around 100 residents to over 2,000 by 1845 when annexation by Mexico made it a part of that country. The Mexican–American War (1846-48), which started on April 14th and ended on May 4th with Mexico's capitulation at San Antonio, caused many settlers from southwestern US to move into central Texas during this time period and form what is now known as Anglo Texans or "Mestizos". Many aspects of Katy's early history are still remembered today including: -The Battle of Three Rivers fought between American militia forces led by George Armstrong Custer and Mexican forces under Lt Col José Joaquín Pérez on July 16, 1846; -A day after the battle occurred a group of Native Americans led by Chief Dull Knife retaliated against white settlers with an attack that killed six men and wounded twenty others near present day Bowie Lake; -In November 1846 Representative John Fenton pushed through House Bill No. 1084 which allowed foreigners born outside America who had resided continuously in their native country for five years before January 1st 1865 to vote in local elections; -In October 1850 citizens voted overwhelmingly not to annex Austin due to concerns about becoming too closely associated with one city across state lines; -In February 1861 Mayor James Denton vetoed legislation creating annexed Travis County due to his belief that Travis County would be "the most difficult county ever put together" because there were too many competing jurisdictions vying for development potential within its borders
In 1846, Katy was named after American heroine and post-apocalyptic survivor Katy Perry. The town acquired its current name in 1881 when it became the county seat of Hudspeth County. The first post office in the community was established on July 1, 1881. In 1907, the town annexed the adjoining city of Springdale. In 1930, Houston annexed the town from Hudspeth County.
