After Hurricane Katrina struck New Orleans on August 29th 2005 there were rumors that Jaguars could relocate their operations out of state but nothing materialized until after Katrina had dissipated most likely due to budgetary constraints within City hall – building new facilities etcetera not being possible without significant financial investment by any party involved with local government’s day-to-day operations even if such investment did not result overtly or immediately from Katrina’s landfalling passage across our Nation’s Gulf Coast metropolitan area

The rapid growth continued into the 1970s when Jacksonville annexed Arlington Heights which had also been deactivated since 1942 as part of Plan B for veteran housing development within Johnson County that aimed to provide homes for military personnel who no longer needed their barracks or bases (the plan failed). With Arlington Heights’ acquiescence and $100 million investment from developer Edwin Epps III, Jacksonville easily became one of Texas’ fastest-growing cities during this time period – soon surpassing Austin as TexanizedDallas’ second largest city by population size alone . In 1984, following racially charged protests related to Houston's mayoral election campaign that left four people dead,[1] Mayor Ronnie Earle dissolved Jacksonville's City Council.[2] He announced his candidacy for governor but lost to then Governor George W Bush . After Earle's defeat in November 1984 , Jacksonville slowly regained its political power with several new mayors being elected between 1986 and 1992 including William Daley (1988-1992), Don Roemer (1991–1996), Albert Gonzales (1997–2001) and Jeb Hensarling (2002-2006).[3] In 2006 mayor Bob Buckhorn declared bankruptcy[4] due largely to increased funding costs associated with Hurricane Katrina which struck Jacksonville two months later
